- Yeni Türkiye’deki Cumhuriyetçi projenin o dönemin uluslararası tablosu önünde taşıdığı bazı özellikleri dikkat çekicidir. Cumhuriyet bir orta sınıf rejimidir. Kurucu orta sınıf, rejime önce (1920’lerde) siyasal içeriği ile, sonra (1930’larda) ekonomik inşa ile damga vurmuştur. 1920’lerin özelliği anayasa, yasalar, devlet yapısında kurumlaşmalar ve Müdafaa-i Hukuk’tan partileşmeye geçiş olmuş, ekonomi bir geçiş döneminin hemen hemen müdahalesiz ortamında işlemiştir. 1930’larda ise orta sınıfın bağımsız bir ekonomi projesi yapabilme kapasitesi ön plana çıkmıştır. Cumhuriyet rejiminin altyapısı ve kurumlaşması bu ekonomik inşa sayesinde olgunlaşır. Bir yanda patronluğu devretmekte direnen İngiltere, “patron”un yerini gözüne kestirmiş “temiz” aile çocuğu ABD, mızmız çocuk Fransa ve mahallenin kabadayısı Almanya; diğer yanda ise, iki köylü ülkesinde, iki isyancı çocuk, Sovyetler Birliği ve Türkiye... Prof. Dr. Bilsay Kuruç, Mustafa Kemal Döneminde Ekonomi, Büyük Devletler ve Türkiye adlı eserinde, 19. yüzyıldan devralınan iktisadi tablodan başlayarak İkinci Dünya Savaşı’na kadar geçen dönemde dünya siyasetinde söz sahibi büyük devletlerin durumunu ve Türkiye’de Cumhuriyet’in doğup büyüdüğü yıllarda ülke ekonomisinin seyrini, yeni devletin sanayileşme ve bağımsızlık arzusuyla ülkedeki yeniyetme kapitalizmin ibretlik çekişmelerini anlatıyor. Her biri deneme niteliğinde iç içe geçmiş bu “iktisat öyküleri”nde, dönemin siyasi aktörleri ile tarihin akışını değiştiren kararlara dair anekdotlar da yer alıyor. Kitabını hazırlarken takip ettiği yol haritasını “Tarihin malzemesini değerlendirmek fakat iktisatçı yaklaşımı içinde kalabilmek işin püf noktasıdır” sözleriyle açıklayan Kuruç, 1920’li ve 1930’lu yılların iktisat dünyasını aydınlatırken, özellikle kapitalizmin bugününe ve yarınına ışık tutuyor .
