Ayı terbiyecisi babasının ve dansçı annesinin yolundan giderek ergenlik çağlarında sahneye çıkmış, günümüzde o yaşlardaki bir kız için asla düşünülemeyecek gösterilerin içinde yer almış, böylece şehrin önde gelen erkekleriyle tanışarak adım attığı iktidar yolu onu, tahtın veliahtı ve sonrasında sahibi Jüstinyen ile evliliğe kadar götürmüştür. Sahne sanatçısı kadınların üst sınıftan erkeklerle evlenmesinin yasadışı olduğu bir dönemde Veliaht Jüstinyen'i ikna edip imparator dayısı nezdinde girişimde bulunarak yasayı değiştirtmesini sağlayan Theodora, böylece hem kendisine imparatoriçeliğin kapısını aralamış, hem de meslektaşlarına büyük yarar sağlamıştır. İktidar sahnesindeki oyunculuğunda tecrübe edinip kendi ilişki ağını kurdukça ülkenin yönetiminde kazandığı ağırlığı, zor duruma düşmüş kadınları barındıran kurumlar oluşturmak ve genel kabulün dışındaki din anlayışına mensup kişileri desteklemek için kullanmıştır. Ama iktidardaki en kritik ve kendisine en büyük şanı kazandıran müdahalesi, Nika Ayaklanması sırasında şehirden kaçma hazırlığına başlayan İmparator Jüstinyen'i durdurarak otuz bin kişinin katledilmesi pahasına tahtını korumasını sağlayan şu cüretkar sözleri olmuştur: .hükümdarlık etmiş birinin kaçak konumuna düşmesi mümkün değildir.
